Interesting question.

Frankly, it would probably depend on the laws of the state. In my state, it would be criminal conduct to place a secret camera that took an audio recording in a room that you know is not private.

If the footage is illegally obtained it could not be used in civil litigation. It MIGHT be used in criminal prosecution, but it would be vulnerable to attacks by a defense attorney. (And if it was illegally obtained, you would be risking arrest and prosecution. You could not submit it anonymously and have it be used as evidence in any court.)

If you want to put a camera in her room, speak with the manager and put a camera in her room. But be open and notorious about it.
